The short answer
Why use Warp?
A tilted, flipped, or distorted photo is distracting even when the picture is good. Here you can see the change as you make it and undo it easily.
Warp moves pixels inside a circle along a sine wave: rows shift sideways and columns shift up and down, so straight lines inside the circle turn wavy. Strength runs from 0 to 100% and 0 leaves the photo unchanged. Radius sets the size of the circle as a share of the shorter side, and Center X and Y place it. Tap or drag on the preview to move the center.
Each wave is about 2.1 times the radius long, so a small radius gives smaller waves in pixels and a large one gives broad bends. The circle always holds about one wave across, though, so Radius changes the size of the ripple, not how many you see. The effect fades out toward the edge of the circle, which keeps the border of the photo still.
Warp has no brush. To push one area by hand, use Liquify. For a single smooth swell, Bulge & Pinch is easier to control.

Warp tips
- Radius scales the whole ripple: each wave is about 2.1 times the radius, so the circle always holds about one wave.
- Strength runs from 0 to 100% and starts at 50; 0 means no change at all.
- Tap or drag on the preview to move the center instead of typing Center X and Y.
- The wave fades toward the edge of the circle, so the photo border never moves.
