The short answer
Why use Rotate?
Phone galleries only turn in 90 degree steps, and many editors crop the corners when you rotate by an odd angle. Here the whole picture stays in the file.
The Angle slider runs from -180 to 180 in whole degrees and starts at 90. Positive values turn the picture clockwise. At 90 or -90 the width and height simply swap, so a 4000 × 3000 photo comes out 3000 × 4000. At any other angle the canvas is made large enough to hold every corner of the turned photo.
Those extra areas are transparent, because the result is always saved as a PNG. If you open it in an app without transparency support, the triangles show up as white or black. A PNG of a camera photo is also much larger than the JPEG you started with, so convert it back with Image Converter if file size matters.
Rotate keeps every pixel and never crops. To level a horizon that is off by two or three degrees, Straighten is a better fit: it moves in 0.1 degree steps and can trim the empty corners for you. To turn a picture upside down without rotating it, Flip is the right tool, and Mirror swaps left and right.

Rotate tips
- Use 180 to turn a photo upside down with left and right swapped as well.
- Odd angles such as 30 enlarge the canvas and leave transparent corner triangles.
- For a tilt under 5 degrees, Straighten gives finer 0.1 degree steps.
- Convert the PNG back to JPEG afterwards if the rotated camera photo is too heavy to email.
