The short answer
Why use Resize GIF?
Chat apps, forums, and email often cap GIF size, and a smaller frame is the quickest way under the limit. Resizing frame by frame in an editor is slow.
Width (px) starts at 1200 and Height (px) at 800. While Keep aspect ratio is on, the height box is ignored and the height is worked out from the width, so a 600 × 400 GIF set to 300 wide becomes 300 × 200. Every frame is scaled the same way, and delays and the loop setting carry over. The status line shows the new size and file weight.
Halving the width leaves a quarter of the pixels in each frame, which usually cuts the file size sharply. Turning Keep aspect ratio off lets you type both numbers, but anything that does not match the original shape stretches the animation. Scaling also blends neighboring pixels into new shades, and the encoder fits them back into at most 255 colors per frame.
Reduce GIF Frames shrinks the file by dropping every second frame instead of shrinking the picture, and the two can be combined. Crop GIF removes edges rather than scaling the whole frame. For a still JPEG or PNG, Resize Image works without the 1280 pixel cap and also offers larger sizes for print.
